Read the “Integrating Housing and Social Services†case. You are the Chief of Staff
to Director Holt. Using the MORETOOLS Framework as a general guide, write a
memo to Holt. In particular, after you have recommended an overall approach he should
take given the recent news from HUD, advise him on: the first people or groups you he
should call or meet with; the message he should convey to them; the next important steps
he should take to implement the recommended approach; and the actions to take to
mitigate potential negative reactions or opposition. All references should be properly
cited.
